I use 3.2.2. and a style based on prosilver but your ext does not show up.
Can you help ?

Ok, I got it. It only shows up on viewforum.
But is it possible to show it on the index or the portal ?

Has anything like this ever been developed? I would love to have something like this at the top/welcome page on my board.

If anything does exist, I'd be grateful if someone could point me to it. So far, this random announcement extension is the closest I've seen.
