Open this file composer.json
and edit the value 3.1.7 to 3.1.6
save and you'll see that it works

No it won't - for starters that is not where the version check is being done and secondly this extension requires an event adding to the core which will not be there until 3.1.7 is released - so even if you get it to install it will not work.

The viewtopic_topic_title_after event is used to display topic descriptions under the topic title in viewtopic. Does the extension work on 3.1.6 if you modify the version check? Yes*. Will you have the "full effect"? No.

* You shouldn't be modifying extension files in the first place
