[DEV] Banned Users appeal their Ban

Extension Name: Banned users appeal their ban

Extension Description: This allows for a banned user to be able to log in and view a forum of the admins choice where they may submit a appeal for a ban. It doesn't allow the user to access any other part of the site. Once the banned user logs in it will come up with a message "Would you like to appeal this ban" and the user may click Yes which redirects the user to a form where they submit their appeal, and if they click No they are logged out. The admin will have an option in the banned users topic where they may click 'Unban', or 'Email ban reason to the user', and 'Email ban reason to the user and permanently deny their access to this site' in which case the user will be emailed. If the admin wants more info they can submit a ban reason to go to the users email address, or if the user has done extremely bad things they may permanently deny their access so when the banned user tries to log in their account is deactivated.

Is this limited 1 topic per user?
If it isn't, may you add such option?
May you add the possibility for the user to always be able to view that topic even if he is perma-banned?
May you add the possibility of that topic working as a regular one where users and authorized people can discuss together the situation?
