I'm still a bit hazy on what this ext is offering

I appreciate that in 3.2 we get notifications to tell us when we get a pm, when somebody has quoted us, IF a mod, when a post needs approving.....

so this Ext, does extra to that?

Nothing will work, since the extension (as it is in Github at the moment) is essentially an empty shell doing nothing.
