Forgive what may be a silly question but how can this work if the maintenance requires deleting and re-uploading core files?

if I understand your question, my answer then it will be exhaustive.

this extension does not perform any maintenance to the forum, and only a countdown of how long the forum and disabled.
the phrase that you see in red and just an example, but you can write anything.

Great extension! Its installed and working in my forum! Thanks!

I had some issues with special characters, like ã, á, ô, ç, à, etc. Its replaced by "??" in banner.

If I use html "ã" it works just once! If I go to update it again, "??" reappears.

Congrats for this extension, its really good.
Sorry for my bad english. I'm from USA.

That I know.

My point is that this extension uses a listener and if you are replacing core files then the necessary files for the listener will not be available

Maintenance can be more than updating phpBB itself. Could be backing up DB via board or phpmyadmin. It could also be updating an extension, which would only require disabling that extension, deleting it's files and uploading the new files and re-enabling the extension. Those all describe board maintenance. None of them require touching core board files.

I fully agree that in those cases the extension will more than likely work as intended, but there are some scenarios where it will not

For some worse scenarios is even better IMO to use a 503 redirect
"HTTP/1.1 503 Service Unavailable" header, see here: http://3di.space/32/viewtopic.php?f=3&t=11

including this countdown there it's the option.

In your event/listener find this line
'CTN_START' => html_entity_decode ($this->config['conto_start']),
and change it to be
'CTN_START' => html_entity_decode (($this->config['conto_start']), ENT_COMPAT, 'UTF-8'),

not tested though.
