Forum rules / pink box of this phpBB forum

I'm setting up a forum for a friend, and wondering about the Forum rules / pink box that is on top of every forum. On this site it tells you to read the phpBB.com Board-Wide Rules and Regulations, but I'd like it to say something like:

"Disclaimer: blah blah blah"

instead of having a link.

How would I go about doing that?

Admin panel>manage forums
Click the green cog icon next to the forum you want
At the bottom of the page is a section for adding rules or links to rules.

I'd like the message to be on all pages, just like the one that is on this forum. Do I have to do this for every forum and subforum?

How can I put a link with custom text? I have to use html code (<a href="..."></a>) or BBCode?

How would I change the title of the box to something like 'Welcome to Blah Blah Forum'

Also, the background colour would be nice to play with, not to mention a few other little things to make it fit in.

Mainly though I would like the heading not to read 'Forum Rules'

Text like that will always be found in a language file -- in this case language/en/common.php:

	'FORUM_RULES'			=> 'Forum rules',
If you edit that file, use a good text editor that is capable uf saving it with encoding UTF-8(w/o BOM)

How would I change the background colour of that box? Also the text postition of the Forums Rules and colour?

That would depend on which style you are using.
In prosilver, the color is controlled by this in colours.css:

	background-color: #ECD5D8;
	color: #BC2A4D;
}

p.rules {
	background-color: #ECD5D8;
	background-image: none;
}
There are a bunch of tags in common.css for it too, plus whatever code shows up in viewforum_body.html.

I'm not sure if this also works on custom pages, if not. Post it. But this is the code that is used in the viewforum_body.html. :)
