That's what that MOD does:
Adds the last posts subject within a forum to the forum overview and view forum page (above last post time/author).
Additionally it cuts off the subject after a defined number of characters that can be defined by the administrator and adds a specified extension to show the cut is done. If max number of characters is set to 0 cut off is disabled.
The full title length is shown as tooltip, in case the title is cropped.
