Im wondering why the templates on your guys main page, most of them when I download em dont have the feature "New Topic" , "Post New Topic" to create topics on a category???

If you have your language set to US English, then you will have to copy your new style's /imageset/en folder to /imageset/en_us

Can manage groups and users: Able to change permissions, settings, manage bans, and manage ranks.

Highest power?

If you mean, "Which has the most permissions?", that would be a Full Admin, of course, since it has ALL of the permissions, and the others do not. Actually, there are a few more permssions that Founders have, that Full Admins do not, such as managing usergroups that are marked "Founder Manage Only".

I gaved my friend an "full admin" but the color didn't change on his nick, do I have to do it , if so, can u please show me how to? Or did I not add him right? but i dont think that's the case cuz he's being able to go on Control Panel of Administration?

Your username color has nothing to do with your permissions.
Your username color is the color of your default usergroup.

1. GO into the ACP.
2. Click Manage Groups
3. Goto Administrators, Click Members.
4. Type his username into the textbox and select Set as default usergroup.
5. Click Submit.
6. Stare at his name in the new colour :?
