In your config.php what is the entry for $dbhost ?
It should be localhost or whatever the host tells you...
In any case, if you have not altered anything regarding that entry in config.php then it is your host's issue. You should ask them..

Ok, despite being told that nothing had been changed and it just stopped working turns out all values in the config.php file were blank. Got my friend to fix that and database connection works but forums are unavailable. I'm guessing they've messed about with something else. I don't have access at the moment so will have to look later

If the database is there and the size appears correct, then the forums may be unavailable because there are wrong info in config.php (perhaps table prefix ?)
Just cross-check the database from phpmyadmin and the info written in config.php.
And make sure that username and password used to connect to the db are the correct ones
