Dreamweaver and Frontpage are not good choices when it comes to file editors (find out why). Use a simple text editor such as Notepad++ with an FTP client such as FileZilla

I have done what you advice but after small editing with Notepad++ and uploaded with FileZilla, all formatting disappear again.
:(
I have many times edited CSS files with Dreamwearver (I start using phpBB from its RC1 version), but it's never happened like it does this time. Can you please tell me if some change in encoding of CSS files from phpBB 3.0.6?

If you download a copy of a .css file, edit, then re upload overwriting the original, refresh the theme and there is no change?
Are you sure you are uploading the file to the correct location?

Yes, I have tried that and I'm sure I am uploading the file to the correct location.

One more thing, I tried to edit through the ACP editor but nothing change in CSS file after saving. I am sure that I chmod 777 all CSS files before editing through ACP editor. I did the same with Subsilver2 CSS and I am surprised it was successful changed, not like Prosilver CSS.

777 is not correct for those files. Knowledge Base - phpBB3 Chmod Permissions

You could try replacing your Prosilver folder with a fresh downloaded one.

I replace with a fresh download, everything looks fine. But the problem come back again after I make a change to CSS even the change is just a color change.
The problem does not happen to other style such as subsilver2 even I made a lot of change to CSS files.

So, should I have to remove prosilver from my mind :(

Maybe I misunderstand.
Are you stating that the edits are just not working as intended or are the edits causing issues with Prosilver?

Can you provide a link.
