Please describe your problem. I set the user forum permission for "born again" so that he cannot start new topics in certain forums.

I set it globally by making a permission role "no new topics" which does not allow starting new topics. Then in the user forum permission I set it to "no new topics"

When I check the users forum permission for "Discussion affirmative" to no new topics and look at the details it has "NO" chekced for starting new topics. But when I log in as born again, he can still post new topics.

Probably because he is also a member of the Registered users group. Set his user permission to Never.

I tried going to Users Permission, then NO ROLE ASSIGNED then selected ALL NEVER and it did not do it. He still has the ability to post new topics.

Users Permissions are not generally concerned with forum posts.
You would need to set the Forum Permissions for that user.

Barf,
The forum persmissions is set so that this user has "no new topics" as his role. When I edit the forum permission for that user it has "start new topics" checked with NO. But it does not work.

The only thing I can think is that Registered users and Members has permissions that says yes. So in those he has permission to start new topics and in the forum user permission he has he cannot start new topics. So perhaps they're conflicting.

You need to set that permission to "Never"

Brf,
I set all to never and it does affect that he cannot see the topic. So after this I went back into the
FORUM PERMISSION - under USER PERMISSION then EDIT
I selected can reply to topics is set to yes
can start new topics is set to never

He can still start new topics.

I simply cannot control this? Perhaps it's a bug in 3.0.2???

Run the forum-based permissions mask on his username for the forum in question.

Ok in case anyone ever reads this I found the solution:

PHP logically takes the most affirmatives of permissions and allows those.

So if someone is in a group REGISTERED USERS
and in group RESTRICTED

It will allow the most affirmatives from REGISTERES USERS.

Thus the member MUST be removed from REGISTERED USERS in order for the highest persmissions to be RESTRICTED.

It makes perfect sense. I simply was confused because I was told by PHP support that 3.0 knows which permission (user vs group); the user permission trumped the group. NOT TRUE!

Simply put: if anyone is included in a group, that groups permissions will be available to that user.

Thanks so much for the help guys/gals..

What you have said is incorrect in many respects.

If you wish to have the restricted group's permissions override those of the registered users, you have yto make the restricted permission a Never, as you were told twice in this topic. You do NOT have to remove them from any group.
Simply put: if anyone is included in a group, that groups permissions will be available to that user.
Also incorrect. It depends on what the permission setting is. Yes trumps No and Never trumps Yes - that simple.

Also, what support team member told you that user permissions trump group permissions?

I did not say to "set all to never".
I said to set that one "can post new topic" permission to never.
