Time Zone Settings

I've changed the time zone to EST in the board settings but the time zone is still 5 hours behind, is there something i'm missing?

Did you make the change in your user control panel?

ACP should usually be set to GMT as that is what guest and non logged in users see.
Each user needs to set his own TZ in the UCP.

Can an admin change the users settings from the ACP?

From the ACP you would be required to do that on each user individually.

Not a problem, the forum is pretty new only a few users so far, how would I be able to do this?

Edit each users profile.
What are you going to do with new users? They should be allowed to pick their own timezones.

Manager users -> Select User -> then??

See the dropdown, upper right - "Select form"? Select Preferences.
