ACP, Permission, Groups' forum permissions, Select forum & Reg. Users group.
Click "Advanced permissions" and under the Actions tab, set "Can lock own topics" to Yes. :)

Set that same permission to No for the Registered Users group in the forums where they shouldn't be able to lock their own topics. :)

As the error message says, there is no "forum_post_tpl" in the forums table. That must have come from some sort of mod.

Also, why are you in acp_forums, when you are trying to set permissions?

That is not where you change permissions.
