if they are a member and have already logged in, then why in the world would you want them to have to fill in a captcha before they can post?
what is the point of that?

lol spam bots register user accounts and get past the text verification like nothing, and post spam ads on the forums, the only real way to stop it is install the human mod which asks whether or not the bot is human etc, or what 1+1 is blah blah.

To prevent spam registrations read the first post in Preventing Spam in phpBB 3.0.6 [*Read First Post*].

Having to enter Captcha for every post, most surely will make your users go away.

You don't have it setup correctly then.
Using phpBB 3.0.6, and one of the suggestions from the "Preventing SPAM" topic, should prevent them all from registering, without having to inconvenience your real users at all.
