Importing database in phpMyAdmin

I set up my forum a while back and it now pretty much runs itself, so I've been hands-off for a few months, and now am a bit rusty.

I want to make some changes so have made a backup of my files to use as a recent test board. The problem is, I cannot import the database sql file into phpMyAdmin. It has a max size of 2048KiB allocated, and my file is 2600KiB.

I have tried a few google results to edit my php config file but nothing ever changes in phpMyAdmin. The limit remains.

Could someone walk me through it as I'm struggling to do this.

I'm using phpMyAdmin 3.1.1
