Did you set permissions for the category and forum?

Have you ensured the groups you want to be able to view the categories have permissions to do so? ACP -> Permissions -> Groups' forum permissions.

You're also using US English so you might need to copy the styles imageset/en folder and rename the copy to /en_us for post/reply buttons to show up.

I have made permissions, but it is still not showing up on the forum. I've copied them, and then even tried setting up my own again just like the copied one. Nothing is showing up at all.

I can see forum games and general chat.

In forum management make a new forum.

Type: category
No parent.

After submitting, you need to follow the advice of the green information box and assign permissions to it. A typical one would be to choose Registered Users in the bottom right box and then Standard Access from the drop list on the next page.

Then make another forum.
Type:forum
Parent: the category you just made.

Then you need to set permissions so everyone can see it
Admin control panel>Permissions>Groups forum permissions.
Registered users>Standard access
