Making Global Moderators accept new users!

Right so i just finished installing and configuring my PHPBB3 forum. However i still dont know how i can make Global Moderators able to accept new users WITHOUT them being able to go into the admin control Panel.

Anyone know how i can do this?

They will require limited admin permissions to manage users.
Place them in the admin group and limit permissions to 'can manage users'.

Ive tried that and it didnt work. They still gained access to the admin control panel which is exactly what i dont want. Like said, i want them to be able to do it in the Moderator Control Panel, not the Admin Control Panel.

Sorry, that can't be done without extensive core file modification.
You can post a a MOD request here if you like but it is doubtful. http://www.phpbb.com/community/viewforum.php?f=72

Couldn't you just make all of them group leaders, and set the group to Request? That way all the current members in the group could accept users by managing the group via the UCP.

NO.
There is a difference in accepting/managing NEW users and managing groups.

I thought by "accept new users", (s)he meant accept them into that group... my bad.
