3.0.8 annomally?

Here is what's in the General tab in the ACP
Board version: 3.0.8 [ Re-Check version ]

Here is what's in the System tab.
Your phpBB installation is not up to date.
Below is a link to the release announcement, which contains more information as well as instructions on updating. - Re-Check version

I run update again and all the files are fin with no modifications being needed.

Please open /includes/constants.php and paste line 28. Also, run this SQL query:

Have run the update again and this time all is showing 3.0.8
But when I click on any forum I get this error essage

Have now installed a new copy of phpBB
Then restored database and the same problem is still occurring, so it must be something in the database that's causing the error but how do I find and resolve it?
