In the PHP file that is serving the error page, your phpbb_root_path line should look like this:

$phpbb_root_path = (defined('PHPBB_ROOT_PATH')) ? PHPBB_ROOT_PATH : '../';

No, the error page is in the root, and I have this: $phpbb_root_path = (defined('PHPBB_ROOT_PATH')) ? PHPBB_ROOT_PATH : './community/';.
The forum is at /community/.
