Mass Email max. 200 per hour

I have a small forum with 1500 members. My host will only allow 200 email/hour with a 99 limit per send. Thats means I have to manually pick 99 at a time and send out 15 over 8 hours...what a PAIN!!!

Any suggested workarounds that dont cost and are spam/ad free?

With my limited experience please provide specific details.

Get google apps and send it over SMTP, or use a cron

phpBB already has a cron.
It sends a packet every ten minutes, so set the packet size on the Email Settings to 30.

In email settings in the ACP, set max emails at once to 30. Then send them as you would usually.

Great! Is there a way to somehow limit the number to 200/ hour?

Yes, it is stored in the cron, and which is checked for new tasks every time any page is loaded on your website (by anyone).

How can I view it to verify that all 1500 were sent?

Also, when the page went white after 10 minutes, I closed my browser...would that have affected the process or would it continue on and complete the job?

ok, so its now 12 hours later, that means that all msgs should have been sent by around 5 am this morning, yet I have not received any email personally on my 2 forum accts...

Will this also work for the PM functionality? In other words, if I send a PM to all members, and the board notifies them by email, will it send those email notifications as per the package size you define in the ACP? Or does it only work that way when I email via the ACP?

I remember setting the package size to 30 before and emailing the users, but that didn't work. Someone told me I shouldn't be complaining about it because phpbb isn't a "mass mailing software". Well the tool is there, isn't it? :)
