The ACP setting for date

Its easy to change it for a user ( I know where to go), but for guests and new users. where to setup the default date ? Funny I can not find the global setting here.

I have been looking all over in the ACP. I can change it for users indivudually, but no for new users ? Do I really have to lookup in the mysqldatabase ?

The normal settings for phpBB are as follows:

ACP (admin control panel) Time should be set at UTC as this is what guests and users not logged in will see. Set in ACP->board settings
UCP (user control panel) Time should be set to each individual users preference.
