Module Help

When you're setting up Modules in the ACP, is there a way to allow a user to ONLY see the custom Module categories?
I want to allow a Moderator to have access to certain aspects of User Management (Signatures, Avatars, and Ranks), along with Forum Managing, and Word Censor management, but that's it.
From what I've see, I can't just allow them permission to see and use everything Module; I need to give them individual permissions (such as complete User Management).

So my questions are:

1) is there a way to give permission to a use to user Custom Modules regardless of having individual Admin permissions?

and

2) if not, is there a way to ONLY allow access to custom ACP Modules, and restrict all others (while still having access to all it's content)?
