What version of phpBB are you using? phpBB 3.0.8
What is your board's URL? http://www.taoofdjfuji.com/forum
Who do you host your board with? Unknown
How did you install your board? I used a tool provided by my host
Is your board a fresh install or a conversion? Fresh Install
Do you have any MODs installed? No
Is registration required to reproduce this issue? No
What styles do you currently have installed? prosilver
What language(s) is your board currently using? Brisish English
Which database type/version are you using? MySQL 5
What is your level of experience? New to PHP and phpBB

I started having email issues (not being sent) with the above forum. I've installed another forum, on the same server, without using the one click installation tool provided by my host. The emails work properly on the latter. Would properly installing a new forum "over" the old one fix the email issue?

If so, how would I keep the usernames, posts, etc? I've read other posts that mention saving your database, however, I am still unclear if that is what I need to do and how to do it properly.

Use this method (Don't reinstall)

*NOTE: Before proceeding backup all files and the database.*
  • Upload all new files from a download of the full version, EXCEPT for config.php, the /images and /files folders.
  • Go to yoursite.com/forumfolder/install/database_update.php
  • Let that run and then delete the install folder.
  • You now have a new up to date board containing all your users and posts but without any MODs that you might have had installed.
Simplified:

Download the full version here http://www.phpbb.com/downloads/olympus.php?from=submenu
Unzip to your desktop
Remove (delete) the config.php file, images, and the files folders.
Via FTP upload the remaining files/folders to the server overwriting the existing files.
In your browser go to http://yourboardnamehere/install/database_update.php
Let that run to completion.
Delete the install folder.
Done.

I did that when the emails stopped working and they still don't work.

Suggestions?

Compare the email settings on the two boards.

Make a copy of the config.php file in the old board and place it in the new board for a test.
All the settings are in the database, if you did a file replacement then the files on both boards should be the same.

I had the same problem with the emails when I copied the config.php file from the old board and placed it in the new board.

There are some errors that were produced when I temporarily enabled the SMTP server under the e-mail settings.

Would taking the config.php file from the new board, modifying it so it reads the old forum's database and placing it in the old forum help?

The problem is with your ACP email configuration not with the config.php file.
Check which setting is for the new forum in the config table (phpbb_config) with the old one.

If you look a few posts above this you'll see that I was already told to compare the acp e-mail settings and they were both identical.

I saw that, most likely you missed something.
If with the new config.php you don't have any problem and with the old one you do, so the problem is with the database.

I installed a fresh forum under the same domain that I had problems with my old forum

The emails still don't work with the freshly installed forum

What database settings should I look at?

When you install without the "one click install", didn't you ?
If so, save that database and compare the setting.

Let me clarify

The original forum, one-click install, has the email issues (http://www.taoofdjfuji.com/forum)

I properly installed a forum on a different domain under the same server and the emails worked (http://www.karaokesober.com/forum)

Then, I properly installed a forum on the original domain that had the issues under a different subdirectory (http://www.taoofdjfuji.com/forum2) and had the same email issues
