So the forum2 server block the option to send emails.
Stay with the one that work and import the database.

The forum that works is on a completely different domain

Is there anyway I could get the http://www.taoofdjfuji.com/forum to send emails?

Originally the email was working properly but stopped after about two weeks

If you didn't install anything and you didn't modified any file most likely that your host disabled this feature for your domain.

Doesn't make sense that http://www.taoofdjfuji.com/forum has emails disabled because they're on the same server/host as http://www.karaokesober.com/forum which properly sends emails

This shows it's a server/hosting issue, contact your host and as them why php mail doesn't work.
