With attachments enabled, if user DOES NOT add an attachment when posting a topic they receive an error, 'File could not be uploaded'. If they DO add an attachment and Submit with the bottom most button, the new topic is posted.
With attachments disabled, users are able to post without any problems.

Please describe your problem. If I enable attachments, when user posts a new topic they receive a file could not be uploaded error. This is WITHOUT the user attaching a message. If user actually does attach a message and clicks the bottom most Submit button the message posts. If I disable attachments, a user can post a message without an error.
