I have a lot of forums and would like to temporary change the permissions for all types of users and guests (except moderators and admins) so that they can just read topics, but not open a new thread or reply to one. I'd really really appreciate if someone more knowlegeable could tell me the right SQL queries. Thanks in advance!
We do not recommend changinf such things through SQL statements.
How about editing the Forum permission Role you are using for standard users?
Edit Standard Access(or whichever one you are using), so it is read only.
I checked the ACP for like 10 minutes and still couldn't figure out how to do that (achieve that guests, users, newly registered user... can just read forums without me making changes to all my forums).

What Brf is saying is that is you go to the admin panel permissions tab, about 3/4 of the way down are the permission roles. These are the 'default' permission setups.
Your users are probably set to standard access or standard access + polls for all your forums.
So, edit that permission role and set the 'can start new topics' and 'can reply' permissions to never.
That will allow them to read but not post for a while until you're done. Then change them back to yes.
