Have you tried clearing the cache directory to verify phpBB is actually caching to file?
Please verify, by clearing the directory and reload a page. If the files get regenerated it indeed uses the file cache. Right now we're guessing on what *might* be happening.diskaranze wrote:I cannot enable APC for PhpBB..

That in it self should be enough.
