BUG on 3.0.10

I was going to put this on off topic but it says no bugs so was un sure.
If a topic is locked you cant reply buy if you have quick reply on your board it lets you quick reply and post ! ? !
only me ?

Admins can reply to locked topics.

No it was a standard user account, as it was a user who pointed it out then i made a new normal account and had the sane thing

A 'standard' user should not even see the quick reply on a locked topic.
Check your permissions.
