Topic Reply Notiffications being sent nonstop repeatedly

On several PHPBB i manage, statrted this to happen, im getting tens of repeated emails that there is new reply in my topic. Yes the reply is there but message should be sent only once.

I need help and advice. And i have suspection why this can happen.

In PHP config. i disabled these functions: exec,passthru,popen,proc_close,proc_open,proc_get_status,proc_terminate,putenv,shell_exec,system,

It was adviced to me by security audit software. Please can any experienced member tell me which of these functions causes this or is there any other reson please?

chmod your cache folder to 777 and then delete every file in it except index.htm and .htaccess.
