One Vote Per Member

Is there a way to limit voting on polls to one vote per member instead of IP address or cookie restrictions?

That option is standard in Poll creation> Options per user:

Sorry, I meant how do I stop a member from voting more than once from different computers or IP addresses. For members of a forum, are votes tracked by user IP or user_id?

Votes are tracked by user_id. You want to make sure that your Guests usergroup cannot vote, otherwise your users will logout and vote as an unregistered guest.
