no, no , no.
do NOT ever delete the public_html folder that is the root of your whole website.
do NOT use the file manager. get a good ftp program like filezilla ( free)
learn how to use it to connect to the server.
like I said, there will be other files in your public_html folder that are not part of phpbb so don't move or delete them.
there will be a folder named cgi-bin there will be a couple of other files in there as well. you have to compare what is part of phpbb and what is not.
if you do not have it, download a complete copy of phpbb to your computer. unzip it and then you will have the files and folders to compare with what is on the server.
only delete what you are sure is a part of phpbb.
