yes, the tech department of any decent host should be able to pinpoint where a customer's account is creating problems. otherwise, how would they know there was a problem to begin with.
If they do not know how to do this, your site is not safe with them in the first place.
also, the fact that they are asking you to get a dedicated server with such an obviously small board is another indication that they are not trustworthy and are just trying to scam more money out of unsuspecting clients.
