Please visit Preventing Spam in phpBB3 for various options for fighting spam in phpBB.

If registration is disabled it's not possible for them to register.
So either you have another registration route set up, such as an integrated registration system, or you have guest posting enabled and they aren't actually registered accounts.

Do you have any integrated registration systems or any other installations using the same config.php file.

If registration is disabled (make sure it's on that and not on 'none') then you cannot register in standard phpBB.

Also you claim you've turned off registration but the link is clearly visible so that's not the case.

Change your question.
Read the antispam topic for good question examples.

You clearly haven't read the topic I told you to, twice.

It specifically says that these two questions you're using will not work well.

Use only one question because if you have several you don't know which one is being beaten.

Any question where you can put it in to a search engine and be given the answer is no good.

There are several possibilities, including:
  1. As Kevin said, you have registration enabled by some other system or some other board connected to the same database.
  2. If they have already registered you need to delete them or ban them. Sometimes spammers create multiple accounts that may be activated days, weeks, or months later.
  3. You have Guest posting enabled for one or more forums. Give the Guests group the Read Only Access role for all forums.
  4. Your board is broken. You have changed the board so that guests can see topics but not read them. If that was done incorrectly you may have broken the permission system.
