After a rough move, everyone's locked out

After a quite a rough move and finding utf_normalizer errors, I now find nobody can login...especially me the admin.
It says I'm logged in then quickly logs me out and goes back to the index page.
Sometimes quickly clicking on the admin access at the bottom of the page, it then says I've no admin permission.
I tried the send password/reset password but no go.

Running phpBB 3.0.9

Updating your board to the latest version will resolve the "utf_normalizer errors".

No go = didn't work
The support template first recommends me updating.
How do I do this without access to the ACP?
I'll try a test board/db

You don't need access to the ACP to update, docs/INSTALL.html#update_auto

I hate to ask but what happens if my users and the admin is still locked out after updating?
I ran a DB query since I can't login to ACP and found I'm running 3.0.2

I fixed it and here's how.
I got the includes/utf/utf_tools and utf_normalizer errors.
Changed to "public static function nfc(&$str)" in utf_normailzer.php
Commented out "//utf_normalizer::nfkc($text);" in utf_tools.php

Now I'm back to wondering about that auto-update and how it affects my mods listed below.

A similar feature to the Anti-bot Question MOD is now built in, so that isn't needed.

Since you have left it so long between updates you are more likely to run into conflicts, but the easiest way to tell for sure is to try it and see.
