Testing on localhost

Recently I was entrusted with phpBB server (it is version 3.0.12, I didn't create it) running on CentOS. The forum has grown old so I need to add some new custom pages and functionality to it. Actually I am new to web programming and to phpBB in particular, so I should test things manyfold before applying them to the actual page. I managed to download folder which I believe to be the root folder for phpBB. Then I downloaded forums database.
The question is how can I run forum on my local machine to test changes I am making? Can I test new pages without database?

I am sorry if my english was bad or if that topic was already created.
