changed account activation from "by admin" to "by user"

new users cannot register. clicking "I agree" on the user agreement gives a login prompt, "Please login in order to access the User Control Panel." with http://forums.nesdev.com/ucp.php?mode=register

We had a flood of spam posts on the forum, so I had set account activation to by admin temporarily, a few days. Real and fake accounts continued to be registered. Once the spam was stopped, I changed it back to activation by user. Since then, new users can't join because it's been asking you to login to register. Existing accounts do not seem to be affected.
I've tried purging the cache though the ACP, not sure what else I can try. Any leads would be appreciated, if there's any relevant info I could provide that may be useful, let me know.
A little background on the forum, I selected "Fresh Install" but in fact it was installed in 2004, and had been upgraded multiple times, but not recently.
