Probably not until after the final release. It's a little pointless on a beta (which should not be used on a live forum).

Any speculation on a (probably next to impossible) converter for custom styles? I mean, are the graphical elements even close?

I was really thinking about the possibility of converting custom phpbb2 styles...either that or I'll have to rehire the company that created ours...

Except for a few buttons like new post, edit post, etc. all template code is different in phpBB3 so there won't be any converter program -- you or someone else will have to manually redo the style.

Out of curiousity, how similar are the graphical elements? Will we be able to reuse a lot of our existing graphics?

You may have to rename a few of the button icons but you should be able to reuse most of your current icons.

I'm also doing a style.... I'll be releasing it very soon after the final phpbb 3.0 is released. (Hopefully, whenever that is)
