Hello i want to know how i can make my global mods so they can sticky topics?

Permissions>groups forum permissions
Select global mods and the forum you want.
Then look in the advanced permissions

'Can post stickies' is at the bottom of the post tab.

Change access role from "Standard Access" to "Full Access"

I have done that but it dose not show it in the quick mod tools in the topic :S

It isnt a quick mod tool. You should just select it when editting or creating a topic.

Yes. It is a quick mod tool.

You can check permissions in
Permissions / Permission Masks / View forum-based permissions
Select the forum
Type the name of the User into the "Find a Member" box and click View Permissions

The "Can post stickies" should be Green. If it is not, click the circle-arrow just above "Can post stickies" to see where the permissions are going wrong.
