I am unable to access the admin panel, any ideas what the problem is? Is is something wrong in the overall_header.html?

Error 28 means that the database has run out of space, or that there are some more serious problems. Either way, you need to contact your host. Just as a note, this is not web-disk space, but SQL server disk space.

I cleared the cache and the board reappeared minus the header, then hit refresh in the ACP and everything working fine again. Do you think the cache got a bit messed up causing it to think it was out of space? Both disk space and sql space is nowhere near full.

I don't think the cache would have an effect. It's really a server issue. Your host may have just cleared out some space.
