Making posts/topics pre-approved

I am trying to make 1 or 2 categories where any "normal" user's topics must be pre-approved in the MCP before they are displayed to public. However I want their new replies to not be censored and can immediately go live. There is the option in Permissions to set "Can post without approval" ,but how can I split the new topic, and new reply?

If I set that everything is censored, reply and topic.


I only want topics to have to be approved. Not replies.

"Can post without approval" applies to both topics and posts in standard phpBB3. I have not seen a MOD to split the two, although I have seen it requested.
