list of chores for post-restore?

I noticed after my restore, I had/have some more to do. I bet there are some short cuts for?:

1. restore avatars (upload old ones somewhere?)

2. Add User Mod : This I think I have, but it was odd that I didn't need to do anything but upload the folder.

3. as you said, get rid of install directory

Anything else I should know about?

What are you restoring and from what? What are you doing?

Each year I set up a new board for research discussions.

I was getting tired of setting up everything, relearning once a year the whole shebang. So I decided to upload a previous backup into a new install and just delete the posts and users, to keep the structure intact (forums, groups, permissions etc etc).

(I tried 3.2 but it doesn't seem to work for me on my hypermart account, no one seems to know why it won't install)

anyway, I installed a "new" 3.x, uploaded the backup from last year, and now am seeing what needs.

So basically you're restoring an old board? If you have the database backup and files that's all you need assuming the server is good. The latest version, 3.2, won't work with a "3.x" database you would need to upgrade.

Some things just didn't restore, like the mod ADD USER. Some graphics in the banner. Avatars. Maybe those aren't held in the back ups.

Being as they were MODS (file modifications and or database entries) I would have expected a good backup to restore your board. I'm assuming you're talking about a 3.0 board? That being the case support for that ended last January but we can help you upgrade.

Since I can't get 3.2 to install, I'm quite hesitant to upgrade a 3.1

phpBB 3.2.x requires at least PHP 5.4, which is why you can't install it.
