permission error after updating to 3.1.6

What version of phpBB3 did you update from? phpBB 3.0-B1
What styles do you currently have installed? base
What language(s) is your board currently using? base
Which database type/version are you using? MySQL 5
What is your level of experience? New to PHP but not phpBB
What actions did you take (updating your board; installing a MOD, style or extension; etc.) prior to this problem becoming noticeable? I folowed these instructions..

First, you should make a copy of your existing config.php file; keep it in a safe place! Next, delete all the existing phpBB files, you may want to leave your files/ and images/ directories in place. You can leave alternative styles in place too. With this complete, you can upload the new phpBB files (see New installation for details if necessary). Once complete, copy back your saved config.php, replacing the new one. Another method is to just replace the existing files with the files from the full package - though make sure you do not overwrite your config.php file.
Please describe your problem. getting this error:

Forbidden

You don't have permission to access /phpBB2/install/atabase_update.php on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

It looks you upload the files to the wrong folder?
Where was your old board and were did you upload your new board ?
in the ./ or in the ./phpbb2/

It looks like you made a typo.
That should be database_update.php not atabase_update.php

The file access permissions also seem to be incorrect, see phpBB3 Chmod Permissions.

the old board was in the PHPBB2 folder. I have left there through all the upgrades.

The other option is that the file is being blocked by your hosts mod_security.

i think the .htaccess file is most of the problem. i just need to figure out what to put in it..

The standard one from the root of the phpBB3 folder from here should be fine. Make sure you aren't using one of the others that are located in some the other folders. They are not interchangeable.
