Not by default, and as far as I know there aren't any released extensions on this website for this.
There is however the PM Spy extension in development on Github you could keep an eye on.

Be aware though, it is discouraged to use this extension on a live board, it is only released for testing purposes! There could be bugs or other issues in the extension's code, since it has not been validated by the Extensions Team. Also, since the extension has not been released on phpBB.com, there is no place here to request support for this extension. ;)

In addition, if you really want to read that one PM, you can look for it in the database where it is stored, but for it to really have a moderator or administrator module, you would need an extension.

Keep in mind PM Spy, once activated will inform your users in PM creation under the control panel that their PM's can be read. So activate it, read the PM and deactivate. I have another EXT that reads PMs that doesn't tell users that I read them. And since I use gmail in the forum instead of my host's E-mail I can see sent E-mails as well. I have to use gmail because I use the reverse proxy CloudFlare and I deleted the MX record otherwise my real IP is exposed and not masked by CloudFlare. Even the so-called CloudFlare resolvers don't see my real IP.

The EXT I use is called PMRead. Use Google translate. **link removed**

You see, I don't get this, at all. A Private Message is private, the clue is in the title, end of show. If I thought my PM's were being read by MODs I would not be coming back.

it is also a matter of privacy violation. users do agree with "as a user you agree to any information you have entered to being stored in a database" but reading of their messages without their consent is, if nothing else, moral issue. as mentioned above, i for sure would never come back to the site where admins give themselves right to read pms of users.

I can see there could be a need for this in special circumstances. maybe for security or legal reasons etc. however, the ability to read the pms is always there for someone with database access.

I agree, if it was policy for admins to be able to easily read my PMs at will, I would not be happy and probably not remain a member very long. one of the points of sending a PM is to be able to share personal info with one person that you wouldn't really want to share with anyone else.

as Mick said above, PM stands for PRIVATE MESSAGE. they should remain private to the sender and receiver, not available for admins to read whenever they feel like it etc.
