What does protected mean? Why do you need to "protect" any file?

Anything that is phpBB, including styles, are open source so there is nothing to steal, and in any event I cannot see many, if anyone, trying to "steal" files from a site - there are far easier ways to do it.

Blocking the css is fairly inefficient because of add ons like fire bug. When a user browses your forum the css is loaded into the cache of the browser and with fire bug, which I use all the time to troubleshoot, is easily available.

There is nothing to "protect".

If you disable access to css files, your forum will not have any style.

CSS files are plain text files that are parsed as is, not script. It is not possible to do anything about it. You can't encrypt or obfuscate them.

Besides, nobody wants anything in your css files. Its not a complex scripting language where you can invent some cool stuff. Its a set of basic rules. You can't possibly add anything there that would be worth hiding, if hiding was possible.

HTML files in phpBB styles are different. They are not usual html files that browsers can read, they include template syntax that forms final html code. They are not meant to be readable by browser, so hiding them is fine.
