New User Approval Sign Up Email Notification to Admin Not Working

Did the upgrade like 2 months ago , didn't notice till today when a user called and mentioned he has sign up like month ago and still account is not approved, I had checked spam folder no email as I use to get before when any user sign up. Under ACP - inactive user there was a huge list of users to be approved " which I approved manually" , Is there some new settings or Am i Missing something here. how can i turn the Email notification .

From the Notification link in the board header, click "Settings".
Checkmark both boxes for "User requiring activation".

Did you click the "Notifications" link in the Board header and click "Settings"?

I cannot find find board hearder / settings / notification all i see is
on right side
