when you visit the board as a guest, you can not see that contact bubble.
since guests can not or should not be in any other group, there are no other permissions that apply to the guest group.
if you set the newly registered user group to never for that same permission, the same thing happens.
as long as you are in the NRU you can not see that contact bubble.
I have now tested this three times.
