Auto-generated Welcome E-mail

I'm getting a complaint from my hosting company that because of the bots that are using AOL e-mail addresses that the actual owners of the e-mail addresses are reporting them as SPAM.

Is there a way to disable the auto-generated welcome e-mail until AFTER an account has been approved/activated by an Admin? Thus cutting down on the auto generated e-mails until they've been verified by an admin?

Running 3.1.8 version.

What is your admin going to do? Reject AOL email addresses?
If you use a proper Q&A Captcha, the "bots" will not be able to register in the first place.

When you see different users using the same e-mail address it will trigger some interest. We're a small forum, not a lot of new users outside of bots to be honest. And what is considered a "proper Q&A Captcha"?

A proper Q&A is one that you cannot lookup by Googling.

By default you cannot register using the same Email as an existing user.

They're not existing users, that's the problem. If we delete the user, then they try and create another with the same e-mail.

Don't delete the user. Just do not activate it -- then the Email cannot be used.

But, use a good Q&A and then you will not need to worry about the bots.
