PC users-- alt-characters not working

I use a mac, so I don't notice this, but it seems at least one PC user of my forum is having trouble with 'alt characters'.
Here are some examples

Alt155 ¢
Alt172 ¼
Alt171 ½
Alt248 °

If you are a PC user, it seems if you enable numlock on your PC, then hold the alt key and type those numbers above, you get those special characters. They have recently stopped working...but it seems, only on PHPBB...(and I have not done an upgrade!)

Does anybody have any thoughts on this?

They seem to be working fine on this forum. What version of phpBB are you using?

I am running 3.1.10. (I know, it is time to upgrade!)

I will find a PC and give it a try myself.

Any thoughts to anything locally that might be turned on in a browser that would do it?

Perhaps a link to your board would help then we can see for ourselves what is/is not happening

With a regular user log in credentials.

Why are you’re users trying to use ASCII? That’s beyond DOS.

Found a PC to try.
The characters do seem to work, so it must be something local to his system.

My guess is he does not have NumLock on.
