De you have permission to send mail?
sendmail or SMTP?
Did you use the testmail to check if mails can be sent?
Is the user e-mail valid?

I am the admin for our forum. Are you talking about settings in your individual ucp which you can customize on your own or can I set up for all in ACP?

Another option is that a mail server somewhere along the route is treating it as spam and stopping it being delivered. This is quite common with hotmail & gmail addresses.
