and the phpinfo file shows that you are running php4 not php5.6
check with your host and see how you can update your php version. until you get to at least 5.3.3 phpbb will not work right if at all.

Maybe php PHP Version 4.4.9 explains the slowness of the forum on www.arnhemseluitjes.net, previous host
and why the forum clicks4you.nl/phpBB3, PHP Version 5.5.38, other host works well?
I will ask previous host how come and what they can do about it.

My host tested phpinfo.php at https://arnhemseluitjes.net and indeed php version 5.6.
But when I tested phpinfo.php in the root of my forum https://arnhemseluitjes.netphpBB3/phpinfo.php which is phpBB 3.1.0-dev, the result is: php version 4.4.9.
As I already mentioned earlier, I managed to upgrade with an older version of my mysql database to phpBB3.2.2 which is at http://arnhemseluitjes.net/luitforum When I call the php version in this root, which is: http://arnhemseluitjes.net/luitforum/phpinfo.php I Indeed get PHP Version 5.6.34.
For me this is a mistery I cannot explain. Maybe you can?

According to my host for https://arnhemseluitjes.net/phpBB3/phpinfo.php the reason for calling the wrong php version was .htaccess. after removing .htaccess phpinfo.php reveals the right version which is PHP Version 5.6.34. But for the slowness of the forum it does not make of any effect.

Turn off gzip in your acp.. And try then.

Seems like the loading speed is slow because of cron job.

Based on the files, your board is not running 3.1.0-dev, but is instead running 3.0.x; most likely 3.0.7-PL1. To upgrade to 3.1.0, make a backup of your files and database, then follow Steve's steps.

I want to thank everybody who tried to help me.
Initially myy forum was to slow
The advices I've got I tried to follow.
The best advice was to try another host. Which I did.
The problem of slowness is solved.
Hereafter I moved the forum back to my first host. Surprise no slowness at all.
I don't have an explanation for this. Al steps I took, you can see in my posts in this subject
Then there was my question to upgrade with my actual data. Till today I did not manage to solve this. All advices you gave I followed.
So I 've decided to leave this question.
Still one new question remains.
Today I noticed the following problem. I did receive 2 notification mails from replies to a topic on the forum. But when I did look at the forum there where zero replies on this topic. Still when I followed the links in the mails, the replies are visible and also in the forum itself 2 replies.
